Third Party Plan Review – Providing code consulting and review services to governmental agencies professional engineers and designers in the development of commercial, industrial and residential construction. Let our professional engineers and ICC Certified plans examiners provide your staff with the support to guarantee on-time plan review and consulting needs.

Engineered Wood – PFS is the undisputed leader in engineered wood evaluation and certification. A major portion of all engineered wood products
and components manufactured in the U.S. bear our certification mark.

Industrialized Building Systems – Serving as the leading third party agency
for both modular building systems evaluation and HUD Code homes, we are
audited, certified, and recognized by the federal government and over 40 states to provide in-plant inspection and design approval. In addition, we provide on-site inspection for residential and commercial structures.

Structural Insulated Panels – As the agency of choice for most manufacturers requiring building code approval, we perform a large number of different tests needed to certify that structural insulated panels meet the model codes that apply to them. The PFS logo on a SIP panel means that the manufacturer is under contract with PFS Corporation for follow-up quality control services.

Fire Testing – PFS is one of the few providers of fire testing to the wood
products industry. We test interior finish products for flame spread and test
walls, floors, ceiling assemblies and fire doors for fire resistance. Our staff includes experienced fire protection engineers who are familiar with wood construction and its unique fire code requirements.

Adhesives and Sealants – We test adhesives and sealants for conformance
to applicable national and federal standards. We also test adhesives for use
on treated lumber and can assist in qualifying adhesives to meet FHA/HUD
criteria.

Wood Panels – PFS evaluates and certifies hardwood plywood panels
and composite assemblies.

Treated Wood/Wood Foundations – We provide quality control inspections of lumber and plywood which has been treated by pressure impregnation, and provide testing for fabricators of panels used for Permanent Wood Foundations, both with and without certified installers. PFS is accepted and audited by ALSC to provide these services.

Additional Services

Quality Assurance/Training – Besides the quality assurance services already listed, PFS participates in ISO 9000 auditing to help manufacturers conduct business in the European market. Our training services include at least two national seminars per year, as well as on-site custom training.

Consulting/Forensics – We often provide consulting in the establishment
of quality assurance programs and plant start-ups, as well as analysis of
design-specific fire protection and building code compliance, and review
of architectural designs and plans. Our capabilities include legal consultation and expert witness services in fire cause and origin, fire protection analysis of buildings that have suffered fire events, and building code compliance for a broad range of post-construction building use problems.

Information Systems/Technology Transfer – An integral element of our commitment to the industries we serve is to help them stay informed, with publications such as our Encore® newsletter, the PFS Listing Directory, and a variety of educational materials on emerging products and markets.

Rules and Procedures for Granting, Maintaining or Extending Certification – For information regarding PFS Corporation's certification schemes, evaluation procedures, rules and procedures for granting, maintaining, extending or reducing the scope of, for suspending, withdrawing or refusing certification, contact PFS directly at 608.839.1301.

Termination, reduction, suspension or withdrawal of certification

When a nonconformity with certification requirements is substantiated, either as a result of surveillance or otherwise, the PFS Corporation shall consider and decide upon the appropriate action.

NOTE Appropriate action can include the following:

  • continuation of certification under conditions specified by PFS (e.g. increased surveillance);
  • reduction in the scope of certification to remove nonconforming product variants;
  • suspension of the certification pending remedial action by the client;
  • withdrawal of the certification.

When the appropriate action includes evaluation, review or a certification decision, the requirements in sections 7.4, 7.5 or 7.6, of ISO 17065 respectively, will be fulfilled.

If certification is terminated (by request of the client), suspended or withdrawn, PFS Corporation will take actions specified by the certification scheme and shall make all necessary modifications to formal certification documents, public information, authorizations for use of marks, etc., in order to ensure it provides no indication that the product continues to be certified. If a scope of certification is reduced, PFS will take actions specified by the certification scheme and shall make all necessary modifications to formal certification documents, public information, authorizations for use of marks, etc., in order to ensure the reduced scope of certification is clearly communicated to the client and clearly specified in certification documentation and public information.

If certification is suspended, the PFS Corporation will formulate and communicate the following to the client:

  • actions needed to end suspension and restore certification for the product(s) in accordance with the certification scheme;
  • any other actions required by the certification scheme.

 

Any evaluations, reviews or decisions needed to resolve the suspension, or that are required by the certification scheme, will be completed in accordance with the applicable parts of sections 7.4, 7.5, 7.6, 7.7.3, 7.9 and 7.11.3 of ISO 17065.

If certification is reinstated after suspension, PFS Corporation will make all necessary modifications to formal certification documents, public information, authorizations for use of marks, etc., in order to ensure all appropriate indications exist that the product continues to be certified. If a decision to reduce the scope of certification is made as a condition of reinstatement, PFS will make all necessary modifications to formal certification documents, public information, authorizations for use of marks, etc., in order to ensure the reduced scope of certification is clearly communicated to the client and clearly specified in certification documentation and public information.

Testing and Certification Fees – PFS Corporation's means of financial support is generally based on testing fees, listing fees, annual, quarterly and monthly fees and on label fees. For specific information on the fees charged to applicants and to clients for the evaluation and certification of specific products, please contact PFS directly at 608.839.1301.

Use of the PFS Certification Mark– For a description of the rights and duties of applicants and clients, including requirements, restrictions or limitations on the use of PFS Corporation's name and certification mark and on the ways of referring to the certification granted, refer to PFS SD-037, "Use the Mark".

Complaints and Appeals– Any party may file an appeal about the PFS certification program.  An appeal is defined as a disagreement that affects the requirements or procedures of PFS Corporation.

All appeals shall be made in writing and shall be directed to the President of PFS Corporation.

Upon receipt of a complaint or appeal, PFS will confirm whether the complaint or appeal relates to certification activities for which it is responsible and, if so, will address it.

PFS will acknowledge receipt of a formal complaint or appeal.

PFS will gather and verify all necessary information (as far as possible) to progress the complaint or appeal to a decision.

The decision resolving the complaint or appeal will be made by, or reviewed and approved by, person(s) not involved in the certification activities related to the complaint or appeal. After the President has reviewed the appeal and obtained all needed information, the President will forward his/her recommendation in writing to the PFS Quality Assurance Committee for their determination and action at the next meeting of the Committee following the date of the appeal.  If the appeal is an emergency situation and requires immediate action, the President will have a teleconference with all members of the Quality Assurance Committee to come to a final determination. 

To ensure that there is no conflict of interest, personnel (including those acting in a managerial capacity) who have provided consultancy for a client, or been employed by a client, wiNCR 3ll not be used by PFS to review or approve the resolution of a complaint or appeal for that client within two years following the end of the consultancy or employment.

Whenever possible,  PFS will give formal notice of the outcome and the end of the complaint process to the complainant.

PFS will take any subsequent action needed to resolve the complaint or appeal.

PFS will record and track complaints and appeals, as well as actions undertaken to resolve them.

For products recognized by Canadian regulatory authorities, the determination may be forwarded, in writing, to the Standards Council of Canada (SCC) for the final determination.
